What You Need to Know
Your US Auto Policy Is Void the Moment You Cross Into Mexico
Mexican law requires all foreign-plated vehicles to carry liability insurance from a carrier licensed to operate in Mexico. Your US or Canadian auto policy – regardless of your coverage level, your carrier, or how comprehensive your current policy is – is not legally recognised south of the border. Not even partially. Mexican authorities actively enforce this requirement, and driving without valid Mexican liability insurance exposes you to vehicle impoundment, personal detention, and potential criminal liability – regardless of who caused the accident. As an independent Arizona agency with a dedicated Mexipass partnership, we provide fast, affordable Mexico coverage for every type of Arizona traveller heading south.
- Mexican liability exposure can reach $300,000 to $500,000 USD depending on the state. Without coverage, that liability falls entirely on you - personally.
- No Temporary Import Permit (TIP) is required for Rocky Point and most of Sonora - but valid Mexican liability insurance is required for every driver, every trip, regardless of destination.
- Arizona has a special state licence requirement for agents selling Mexican insurance. Cook Insurance holds this licence - not every local agency does.
Why This Cannot Wait
What Can Happen If You Drive Into Mexico Without Valid Coverage
Most Arizona drivers crossing into Mexico assume their US policy offers some protection. It does not – and the consequences of crossing without valid Mexican coverage are immediate, serious, and entirely avoidable.
Mexican traffic law allows authorities to impound a foreign vehicle involved in an accident when the driver cannot produce valid Mexican liability insurance. Recovering an impounded vehicle in Mexico is a time-consuming, expensive, and often complicated process - particularly if you are already dealing with an accident and a language barrier.
Under Mexican law, an at-fault driver without valid insurance can be detained until they demonstrate the financial ability to cover all damages and medical costs. This can happen even for minor accidents. Detention at a foreign border crossing, with no immediate ability to arrange financial guarantees, is a situation that Mexican liability insurance entirely prevents.
Mexican liability exposure varies by state but can reach hundreds of thousands of dollars in a serious accident involving injuries. Without a policy backing you, that liability is entirely personal. No insurance company negotiating on your behalf, no legal defence funded by your carrier, no coverage paying your damages.
Even if you call your US insurance company from the side of the road in Sonora, they cannot file a claim, provide legal assistance, or pay for damages under your US policy. Mexican law does not recognise foreign policies. Your US carrier is legally irrelevant south of the border.
Mexican traffic law requires drivers to demonstrate financial responsibility after an accident. A valid Mexican liability policy is the accepted proof. Without it, every interaction with Mexican authorities after an incident becomes significantly more complicated - and significantly more expensive.
Coverage Types
Mexico Auto Insurance Coverage Options - What Each Level Includes
Every Mexico policy starts with liability. Here is what each coverage level adds – and when full coverage makes sense for your trip.
Liability Only Coverage
The legal minimum required to drive in Mexico. Covers bodily injury and property damage you cause to other people and their vehicles in an accident. Liability only satisfies the legal requirement and is the most affordable option. It does not cover damage to your own vehicle - if your car is damaged or totalled in Mexico, you bear that cost personally under a liability-only policy.
BEST FOR
Older vehicles where physical damage coverage cost exceeds the vehicle's value. Short day trips close to the border.
Full Coverage - Liability Plus Physical Damage
Adds collision and comprehensive protection for your own vehicle on top of the required liability coverage. If your vehicle is damaged in an accident, stolen, or damaged by fire, vandalism, or natural causes while in Mexico, full coverage pays for repairs or replacement. Given repair costs and the complexity of managing a claim in a foreign country, full coverage is strongly recommended for any vehicle with meaningful market value.
BEST FOR
Newer or higher-value vehicles. Extended trips deeper into Mexico. RVs and specialty vehicles.
US Valuation vs Mexican Book Value - Why It Matters
Some Mexico policies value your vehicle using Mexican price guides (Libro Azul or EBC), which produce significantly lower payouts than US market values (NADA, Kelley Blue Book). On a vehicle worth $35,000 in the US, this distinction can represent tens of thousands of dollars on a total loss claim. We only place coverage through carriers that use US vehicle valuations - a detail most drivers never know to ask about but one of the most important factors in policy quality.
BEST FOR
Any financed or leased vehicle, and any vehicle worth more than $15,000 in US market value.
Medical Payments, Roadside Assistance, and Travel Assistance
Many full coverage Mexico policies include occupant medical payments, 24/7 roadside assistance across all of Mexico, legal assistance after an accident, bail bond coverage, and in some policies emergency evacuation and trip interruption provisions. These additions provide meaningful value on longer trips and should be compared carefully when choosing between policy tiers. We confirm all inclusions before binding your coverage.
BEST FOR
Extended trips, travel deeper into Mexico, families travelling with children, RV and motorcycle travellers.
Arizona Routes to Mexico
The Most Common Arizona Border Crossings - What You Need to Know Before You Go
Apache Junction and East Valley drivers heading south have several border crossing options depending on their destination. Here is what each route requires and what to expect at the crossing – from an Arizona agency that has been helping clients make this drive for years.
The most direct route for East Valley drivers heading to Rocky Point. Approximately 210 miles from the Phoenix area - 3.5 to 4.5 hours. No Temporary Import Permit required for Puerto Peñasco or travel within the Sonoran free zone. Valid Mexican liability insurance required at the crossing. This is the route Cook’s East Valley clients take most frequently - and the most common reason they call us before a trip.
The main artery for travel beyond the Sonoran free zone and deeper into mainland Mexico via Highway 15. A Temporary Import Permit is required for travel beyond the free zone. An FMM (Mexican Tourist Permit) is required for most travel beyond the free zone unless you are a Mexican national. Valid Mexican liability insurance required at crossing. Largest and busiest of Arizona’s southern crossings.
A less-congested crossing point used by Yuma-area and western Arizona drivers heading into Baja California and northwestern Sonora. Valid Mexican liability insurance required. Route considerations differ from the Lukeville crossing - we advise clients on the correct coverage scope for their specific destination before they purchase.
Used primarily for travel into eastern Sonora and Chihuahua. Less commonly used by East Valley drivers but the right crossing for specific destinations in southeastern Arizona border communities. Valid Mexican liability insurance required. TIP and FMM requirements depend on destination and trip duration.
Regardless of which crossing you use, the requirement is identical: valid liability insurance from a Mexican-licensed carrier, in your possession before you cross. Purchasing coverage on the Mexican side from a kiosk or roadside vendor frequently results in substandard policies from carriers without the financial strength to pay significant claims. Buy before you reach the border.
Pricing
How Much Does Mexico Auto Insurance Cost for Arizona Drivers?
Mexico auto insurance cost depends on your trip length, vehicle value, coverage level, and destination. Short-term daily policies and annual policies are both available – and annual policies become cost-effective quickly for regular travellers.
COST FACTORS
A single-day or short-term policy is the right choice for one-off trips. If you cross into Mexico five or more times per year - common among East Valley residents making regular Rocky Point trips - an annual policy is almost always more cost-effective than buying separate short-term coverage each time. Annual policies provide 365 days of coverage for a fraction of the cost of five or six individual trip policies. We run this comparison honestly before you decide.
The value of your vehicle is the primary pricing factor for physical damage coverage. Policies using US market prices (NADA, Kelley Blue Book) pay out significantly more on a total loss than policies using Mexican valuation guides (Libro Azul or EBC). On a vehicle worth $35,000 in the US, this difference can represent tens of thousands of dollars in a total loss claim. We only place coverage with carriers that use US vehicle valuations.
Mexican law requires minimum liability coverage, but the minimum is rarely adequate for a serious accident. Liability exposure in Mexico can reach $300,000 to $500,000 USD in a state like Sonora for a serious injury accident. We recommend liability limits significantly above the legal minimum and explain exactly what each limit means in practical terms for your specific trip and destination.
Coverage for travel within the Sonoran free zone - Rocky Point and surrounding areas - is typically less expensive than an all-Mexico policy. If you are only going to Rocky Point, a Sonora-only or Baja/Sonora policy costs less than all-Mexico coverage. If you plan to travel beyond the free zone or into other Mexican states, an all-Mexico policy is required. We confirm your destination before placing coverage so you never pay for scope you don’t need.
Standard auto policies cover cars, trucks, and SUVs. RVs, motorcycles, and towed units each require separate coverage consideration. RV insurance for Mexico is available but more expensive than standard auto. Motorcycles require a specialist policy - not all carriers write motorcycle coverage for Mexico. Towed trailers and boats require their own liability and physical damage endorsements. We handle all vehicle types through the Mexipass platform.

Who We Cover
Mexico Auto Insurance for Every Type of Arizona Traveller
Weekend trip or annual migration – if you drive into Mexico, you need a valid Mexican policy.
East Valley Weekend Travellers
Apache Junction, Mesa, Gilbert, and Chandler residents making the 3.5 to 4.5-hour drive to Rocky Point for a weekend getaway. The most common profile among Cook’s Mexico insurance clients. Short trips, higher frequency - best served by an annual policy after the third or fourth trip per year.
Snowbirds and Seasonal Arizona Residents
Part-time Arizona residents who winter in the state and make seasonal trips south - sometimes crossing into Sonora multiple times per season. Annual policies provide the most cost-effective coverage for this profile and eliminate the need to purchase a new policy before every crossing.
Retirees Making Extended Mexico Stays
Retirees who spend weeks or months at a time in Rocky Point, Puerto Peñasco, or deeper into Sonora. Extended-stay coverage requires an all-Mexico annual policy with appropriate liability limits for the vehicle, the duration, and the destination. We structure this correctly upfront.
RV Owners and Campers
Arizona RV owners heading south for the winter or a specific trip. RV policies for Mexico require specialist coverage - standard auto policies do not extend to recreational vehicles. We place RV coverage through our Mexipass partnership at competitive rates with A-Rated Mexican carriers.
Motorcycle Riders
Arizona motorcyclists riding to Rocky Point or deeper into Mexico. Motorcycle coverage for Mexico is available but requires a specific policy - not all carriers write it, and standard auto policies explicitly exclude motorcycles. We confirm motorcycle coverage availability and pricing before every quote.
Commercial and Business Travellers
Business owners or contractors crossing into Mexico for work-related purposes. Standard tourist auto policies may not cover commercial use. A commercial vehicle endorsement or separate commercial policy may be required depending on the purpose of travel. We ask the right questions before placing coverage.
Not Sure What Mexico Coverage You Need?

Why Buy Through Cook Insurance
Many Arizona drivers buy their Mexico insurance at border kiosks on the way out. Here is why that approach carries real risk.
Buying at the Border vs Buying Through Cook Insurance
Border kiosks offer convenience but frequently use lower Mexican vehicle valuations, unverified carriers, and rushed transactions without coverage review. Cook Insurance and Mexipass provide A-Rated carrier coverage at competitive rates, verified for the correct geographic scope, with an Arizona-licensed agent who handles your claim in English if something goes wrong. Purchase online before you reach the border - not at it.

Benefits
The Local Agent Advantage for Arizona Drivers Heading to Mexico
Dedicated Mexipass Partnership - A-Rated Carriers
Our Mexipass partnership provides fast online access to Mexico auto coverage from A-Rated Mexican carriers - including CHUBB, MAPFRE, and HDI. These are not the unverified roadside carriers sold at border kiosks. These are financially strong companies with a proven record of paying claims.
Purchase Before You Reach the Border
Through our Mexipass link, you can purchase coverage from your phone or computer before you leave Apache Junction. Arrive at the Lukeville crossing with your policy in hand - not scrambling at a kiosk with a line of cars behind you.
An Arizona-Licensed Mexico Insurance Agent
Arizona requires a separate state licence for agents selling Mexican insurance. Cook Insurance holds this licence. If something goes wrong in Mexico, you call 480-986-4400 and speak to the same agent who handles your US home, auto, and life coverage. No 1-800 number. No call centre.
US Vehicle Valuation - Better Payouts on Total Loss
We only place coverage with carriers that value your vehicle at US market prices, not Mexican book value. On a vehicle worth $35,000 in the US, this distinction can represent tens of thousands of dollars in a total loss claim. Most drivers never know to ask - we confirm it before every policy.

Our Process
Getting Mexico Auto Coverage Before Your Trip Is Simple
01
Step 01 - Tell Us About Your Trip
Let us know your destination - Rocky Point, deeper Sonora, or beyond - your travel dates, your vehicle details, and whether you want liability only or full coverage. Your destination determines the geographic scope and whether a Sonora-only or all-Mexico policy is appropriate. Getting this right upfront prevents the most common coverage mistake Arizona drivers make.
02
Step 02 - We Match You With the Right Policy
Through our Mexipass platform, we identify the right policy for your vehicle, destination, and travel dates. We confirm US vehicle valuation, verify the carrier’s financial strength rating, and ensure the geographic scope covers where you are actually going. For frequent travellers, we run the annual vs short-term comparison to find the most cost-effective structure.
03
Step 03 - Purchase Online - Policy in Minutes
Coverage can be purchased directly through our Mexipass link at buy.mexipass.com/COOKIN2. You receive your policy documents immediately - print them or store them on your phone. Arrive at the border crossing with proof of valid Mexican liability insurance already in hand, not purchased at the last minute from an unverified kiosk.
04
Step 04 - We Are Here If Something Goes Wrong
After your policy is bound, we review it at every renewal, update your dwelling limit when construction costs shift, and check the market for better options. If your carrier moves to non-renew, we are on it immediately. You call the same number every time and talk to the same people.

Common Questions
FAQs About Mexico Auto Insurance for Arizona Drivers
Still have questions? Call us at 480-986-4400.
For vehicles with meaningful market value - typically anything worth more than $10,000–$15,000 - full coverage is strongly recommended. The cost of vehicle repairs in Mexico, the complexity of managing a partial loss claim in a foreign country, and the gap between Mexican and US vehicle valuations all make physical damage coverage worth the additional premium. For older vehicles where coverage cost approaches the vehicle’s value, liability only may be appropriate. We run this calculation honestly for your situation.
